Victor Vance before Tommy Vercetti

Vice City Stories takes place in 1984, two years before Vice City, and follows Victor “Vic” Vance. Vic wants to support his family and pay for his brother Pete’s medication. His army career collapses after corrupt Sergeant Jerry Martinez draws him into criminal dealings and engineers his discharge. The opening establishes a contradiction: Vic seeks stability through choices that lead into increasing violence. His position differs from the conquering ambition through which Tommy will eventually dominate the city.

Louise, Marty and Lance’s arrival

Outside the army, Vic develops his connection with Phil Cassidy and works for Marty Jay Williams. Marty’s violence towards Louise brings them into conflict: Vic kills him to protect her and takes over his businesses. Lance arrives with schemes promising quick profits while increasing both brothers’ exposure. Louise provides a personal relationship that contrasts with these operations. Every material advance appears to bring Vic closer to stability, yet also makes him more visible to those controlling the city.

The Mendezes, Diaz and the cost of expansion

Armando and Diego Mendez pull the Vances into a business network that does not readily tolerate independence. Lance’s lies about Martinez and work for Ricardo Diaz intensify the conflict. The story connects crime, entertainment and nightlife, including an appearance by Phil Collins within the game’s fiction. Yet Vic’s vulnerable personal connections remain central. Louise is kidnapped and dies despite the rescue attempt, turning economic advancement into an irreversible personal loss.

The ending and its connection to Vice City

Vic kills Armando and later assaults Diego and Martinez’s stronghold, killing both in the final confrontation. Lance proposes another deal, but Vic states his intention to leave that business and help Pete. It is a provisional conclusion: players familiar with Vice City know the Vances’ story continues in 1986. The prequel gives weight to a figure who appeared only briefly there and invites a reassessment of Lance. This campaign’s ending should remain distinct from Tommy’s later victory.

PSP development and the empire system

Rockstar Leeds and Rockstar North developed Vice City Stories, first released for PSP in 2006 and adapted to PlayStation 2 in 2007. Recognisable geography is modified for its period and campaign. The empire system lets players capture and manage businesses, making the Vances’ expansion visible between missions. The PSP edition also offered local multiplayer. Rather than simply repeating Vice City, the game uses familiarity to show another moment and social position: people still fighting for a foothold before Tommy arrives.
